2 Part Technique - 2 common situations to getting the Seatbelt Control Position is from Taking the Back off of a Sprawl when an opponent shoots or Stack Passing and the opponent exposes their back. Once in the Seatbelt Control Position, the opponent may roll to break free from the position. However, you will expect this and follow the opponent, then put the hooks in to get complete Back Control. Always bring the opponent towards your choking arm side. The opponent may bring their knee up to prevent you from putting your second hook in. So, stretch out their lower leg, which will expose space to put your other hook in to completely have Back Control.
