2 Part Technique - There is a fundamental difference between holding the Seatbelt Control on your choking side and holding onto it while laying on the opposite side: On the choke-side, your elbow mobility is reduced so it is harder to sink the choke; However, it's placement prevents the opponent from escaping his shoulder onto the mat. This scenario is reversed while holding the Seatbelt on the other side; his throat is easier to access at the cost of giving his shoulder an easier path to the mat. Regardless of the side you end up on, you can significantly increase your chance of finishing with the Rear Naked Choke by trapping both of his arms, giving you an undefended hand to attack his neck. If you're on the choke-side, apply 1on1 Wrist Control to push his arm down and trap it with your top hook. If you're on the opposite side, use your head an the 1on1 to block him from escaping, and use your choking hand to push his arm into the top hook trap. Instead of holding his hand and digging at his neck for the choke, you can easily get the full choke with the Pez Dispenser Setup: trade your 1on1 Wrist Control for a hook on his forehead, as you grab onto his free wrist with your choking hand. Pull his head back to expose his neck, and transfer your choking hand from his wrist to directly to the full Rear Naked Choke.
