If your opponent is insistent on reeling your hips in with his Half Guard, continue to splay back out until you tire them out; when he is slow to bring your leg close, find his knee with the sole of your foot and press out of his Half Guard using a Knee Slide with the Over/Under Control. [II] If your opponent is raising his knee high up into his shoulder area to defend against your pass, simply release the Overhook to manually push his knee within reach of your foot. As soon as you step on the target area, replace your hand back around his arm for the finish.
